J. Matt Lea
J. Matt Lea serves as the Public Relations Manager for the Hamilton County Sheriff’s Office and is responsible for the management of the HCSO Public Relations Division. He is the central information and communications coordinator and spokesperson for the Hamilton County Sheriff’s Office.
Mr. Lea’s background includes a notable career in public and government relations positions within the local, state, and federal government as well as the field of corporate communications. His previous positions include:
- Public Information Officer for the Hamilton County Sheriff’s Office
- Communications and Human Resource Development Manager for Schnellecke Logistics, USA
- Special Assistant to the Mayor and Municipal Lobbyist for the City of Chattanooga
- Field Representative for former U.S. Senate Majority Leader Bill Frist
- Legislative Aide to former Tennessee Senate Minority Leader, David Fowler
- Former volunteer firefighter and EMT for the Soddy Daisy Fire Department
Mr. Lea holds a bachelor’s degree in Political Science from the University of Tennessee at Chattanooga and is married to Sharon Lea. Together, the couple has three children, Madison, Arabella, and Henry. They reside in Soddy Daisy, Tennessee.
Mr. Lea is an avid hunter, firearms enthusiast, and enjoys spending time and traveling with his family. He is published in several magazines and ornithological journals including Chattanooga Parent Magazine, Bird Talk Magazine, the Tennessee Gardening Journal, and www.birdchannel.com.

Public Relations Manager
Rachel Frizzell serves in the Hamilton County Sheriff’s Office Public Relations Division as Public Information Officer. Reporting to the Public Relations Manager, she serves as a spokeswoman for the agency and is responsible for helping communicate the activities and operations of the HCSO on a daily basis to the local, state, and national media. This includes coordinating a centralized message, organizing press conferences, and developing positive, effective relationships with local media representatives.
As a member of the Public Relations Division, she also helps organize activities, events, and initiatives with local organizations, elected officials, and community stakeholders that support the goals and objectives of the HCSO.
Ms. Frizzell began her career at the Hamilton County Sheriff’s Office as an intern in July 2018. In January 2019, Ms. Frizzell was hired to oversee the completion of the HCSO 200th Anniversary Commemorative Book. She was promoted to Public Information Officer in December of 2019.
Ms. Frizzell holds two degrees, a B.A. in Communications and a B.A. in French Literature and Language, from the University of Tennessee at Chattanooga. Ms. Frizzell also studied at ESCE International Business School in Paris, France. She is a Kappa Delta Sorority Alum and a member of Pi Delta Phi French Honor’s Society.
Rachel is native to Tennessee and has lived in West and Middle Tennessee, but currently lives in the Chattanooga area. She comes from a Law Enforcement family and is proud to follow in her father’s footsteps and serve her community. Outside of work, Rachel enjoys socializing with her friends and family, testing new recipes, and maintaining an active lifestyle. She also enjoys traveling and learning new languages.
